NEW AWARD IN CENTRAL AMERICA : “Consultancy for the design, development, and implementation of the Comprehensive Regional Risk Management System (SGIRR) within the framework of the Central American Digital Platform of Commerce”

AESA is proud to announce that has been awarded the Project “Consultancy for the design, development, and implementation of the Comprehensive Regional Risk Management System (SGIRR) within the framework of the Central American Digital Platform of Commerce”.

Contract value: USD 785.910,00

Areas: Panama, Costa Rica, Nicaragua, Honduras, El Salvador and Guatemala

The Comprehensive Regional Risk Management System (SGIRR) is a mechanism that derives from and is complementary to the operation of the Central American Digital Platform of Commerce (PDCC) through which the foreign trade information of the countries is made available to the region and can be used to facilitate trade using mechanisms based on artificial intelligence, machine learning and other data analysis methods, for prevention and mitigation of threats in trade processes in Central America.
The SGIRR is an independent but complementary mechanism with the PDCC, with connectivity to systems in Central American countries that have systems to perform risk management or foreign trade systems in the region, in addition to facilitating necessary tools for countries that do not have systems for this purpose.
AESA will carry out the Analysis, Design, Development of the software and Technical Support for the implementation of the SGIRR, which is a system for comprehensively and regionally manage non-tax risks (customs, sanitary, migratory and one-stop shops, among others), which produces the flow of people, vehicles and goods that move (enter or leave) in the region by road land, sea or air caused by foreign trade.

The service is focused on:

  1. Carrying out an analysis for the definition or improvement of risk management of the participating institutions as appropriate;
  2. The creation of specialized software to meet national needs and regions in risk management of the components that interact with the PDCC and the national tools created for that purpose and
  3. Provide the support mechanisms for countries that require the adoption of the system computer science developed.

This contract will be administered by the Central American Economic Integration Secretariat (SIECA) and financed by the Inter-American Development Bank (IDB) with funds of the European Union.The contract will be managed by Mr. Fernando Bejerano Rodríguez, Mr. Ferdinando Didonna and Mr. Ernesto Mejía Traña.


El Sistema de Gestión Integral de Riesgos Regional (SGIRR) es un mecanismo que se deriva y es complementario al funcionamiento de la Plataforma Digital de Comercio Centroamericana (PDCC) a través del cual la información de comercio exterior de los países se pone a disposición de la región y puede ser utilizado para facilitar el comercio mediante mecanismos basados en inteligencia artificial, machine learning y otros métodos de análisis de datos, para la prevención y mitigación de amenazas en los procesos comerciales en Centroamérica.
El SGIRR es un mecanismo independiente pero complementario a la PDCC, con conectividad a sistemas en países centroamericanos que cuentan con sistemas para realizar sistemas de gestión de riesgos o comercio exterior en la región, además de facilitar herramientas necesarias para países que no poseen sistemas de este tipo.
AESA realizará el Análisis, Diseño, Desarrollo del software y Soporte Técnico para la implementación del SGIRR, que es un sistema para la gestión integral y regional de riesgos no tributarios (aduaneros, sanitarios, migratorios, entre otros), que produce el flujo de personas, vehículos y mercancías que se mueven (entran o salen) en la región por vía terrestre, marítima o aérea provocada por el comercio exterior.

El servicio está enfocado a :

  1. Realizar un análisis para la definición de la gestión de riesgos de las instituciones participantes;
  2. La creación de software especializado para atender las necesidades nacionales y regionales en la gestión de riesgos de los componentes que interactúan con el PDCC y las herramientas nacionales creadas para tal fin y
  3. Proporcionar los mecanismos de apoyo a los países que requieran la adopción del sistema informático desarrollado.

Este contrato será administrado por la Secretaría de Integración Económica Centroamericana (SIECA) y financiado por el Banco Interamericano de Desarrollo (BID) con fondos de la Unión Europea. Este contrato será gestionado por Fernando Bejerano Rodríguez, Ferdinando Didonna y Ernesto Mejía Traña.
