Capacity building of the veterinary service for implementation of EU Acquis

Description of the project and Services provided:

  • Analysis of the national legislation vis-à-vis transposition of the EU Acquis
  • Prepare a detailed strategy for full transposition of the national legislation with relevant EU Acquis , as well as implementation plan
  • Support in drafting and revision of primary and secondary legislation in priority areas including guidelines, procedures and check lists for enforcement of the implementing legislation
  • Develop and implement a training plan, including training need assessment, Training of Trainers (TOT) and translated training and study materials;
  • Develop a single integrated multi-annual control plan
  • Development of monitoring plans
  • Target group definition for Public campaign and information materials
  • Assessment of Epidemiological situation
  • Assessment of Laboratory Capacities
  • Develop detailed plans and procedures for vaccination of wild animals
  • Prepare a tender dossier for procurement of vaccines for rabies and CSF,
  • Draft procedure manuals or protocols for monitoring and surveillance of the number and spatial distribution of foxes and wild boar population
  • Organization of informative workshops and preparation and distribution of leaflets related to control and eradication of rabies and CSF.
  • Develop a detailed concept, system design and implementation plan to introduce electronic identification of dogs and cats;
  • Assess and evaluate the diagnostic capacities with regard to Rabies and CSF diagnosis;
  • Assess current state concerning the animal waste treatment and control;
  • Prepare a market study on available Category 1, 2, 3, intermediate and processing plants suitable for application;
  • Develop a programme for separate collection, processing, use, trade of and disposal of the animal by-products in line with EC-Reg 854/2004, EC-Reg 1774/2002, EC reg.1069/2009, including the requirements for new plants (i.e. low risk processing establishments, incinerators, etc.)
  • Prepare rough cost estimation for the introduction of a national waste disposal system (including collection, transport and incineration of animal by-products and waste);
  • Implement the agreed work plan for introduction of the I&R system for the pigs nationwide;
