Consolidation of the Food Safety System in Albania

Description of the project and Services provided:

"The core objective of the project is the overall improvement and confidence in the food safety system following an integrated approach, and ensuring cross-compliance, along the entire food chain.
To this end, the current and relevant EU acquis and practices will be the reference standard and eventual compliance with such acquis will be the ultimate common goal of the project and the National Food Authority (NFA). Achieving this composite objective involves the engagement and contribution of all stakeholders,, notably the administration, the industry and the consumers, with clearly defined tasks, rights and obligations for each player.
The services provided can be grouped under three components:

1. LEGAL AND REGULATORY FRAMEWORK

  • Legal gap analysis
  • Legal drafting for the transposition of  key EU acquis on food/feed hygiene
  • Creation of a legal and regulatory framework governing imports
  • Strengthen the NFA’s capacity to transpose and update EU legislation
  • Training of NFA staff in key EU / National legislation

2. INSTITUTIONAL AND ADMINISTRATIVE CAPACITY BUILDING

  • Technical capacity-building of NFA 
  • Administrative capacity-building of NFA
  • Creation and operation of the Scientific Committee and Panels
  • Establish contacts with EFSA and other Organizations
  • Consolidate risk assessment capacity
  • Capacity-building of MoAFCP in policy development    
  • Inspection and upgrading of Border Inspection Posts (BIPs) 
  • Training of BIP staff     
  • Develop / expand the communication network of NFA     
  • Interface of the NFA DB with the Animal I&R DB 
  • Training of NFA IT staff    
  • Creation of a cost/efficient laboratory network
  • Develop the public communication capacity of NFA – Website  

3. INSPECTION AND ENFORCEMENT OF LAW

  • Eligibility criteria - Screening and classification of food establishments    
  • Survey of food establishments – Awareness increase of food operators
  • Food establishments’ electronic registration in the NFA database 
  • Risk-based planning of NFA’s workload
  • Training of inspectors inside Albania and abroad
  • Training of food and feed business operators (FBOs)
