Description of the project and Services provided:

In this regard, the general objective of the Program is to strengthen the competitiveness of Nicaragua’s international business through the modernization of the infrastructure, equipment and border systems at the border crossings.

The specific objective is to design, develop and implement the management control system, which will conform through the integration of physical components, IT programs and interface operating in a coordinated and interactive manner with the Integrated Risk Management System or other systems, streamlining the control of the flow of people, transport and merchandise which enter or leave the country through the border checkpoints at: Las Manos, El Espino, El Guasaule, Peña Blanca and San Pancho.

The results issued are:

  • Border Checkpoints Architecture: to lay down a technological reference marker which guides the conditions with which the service components will be aligned, using the best practices offered by technological tendencies, industry models which benefit the operational processes, the consideration of minimum interoperability requirements and the required functionalities. All of these employed on the premise that on construction of the proposal the objectives of the Management Control System will be achieved.
  • Control and Command Centre Technical specifications of the space needed to operate and securely maintain the information held in the Management Control System.
  • Service Continuity Management: Analysis and proposal of the Business Continuity Plan as a solution to overcome catastrophic situations, which may put at risk the stability and governance of the Management Control System, that incorporates procedures for the management of continued operations, which, apart from preventing and minimizing losses, may reduce recovery times, social and economic costs and may guarantee a planned response to any disaster putting  its operation in danger, as well as applying strategies which permit them to overcome disruptive phenomena, without stopping system activities.
  • Systems Integration: Design of a software solution developed within the concept of SOA (Service Oriented Architecture)- based architecture.
  • Operation of the Management Control System: Design of the security surveillance video processes in local facilities at each border checkpoint which will ensure real-time transmission to the Control and Command Centre.
  • Interoperability with External Institutions: Design of the automatized information extraction and transmission processes, for each institution with which it will interact, as well as with the Integrated Risk Management System and any other cross-border control institution.
  • Management Control System Testing Technical manuals for the physical devices and interfaces which confirm that all mechanisms - cargo and tourism - of the MCS are operational.
