Within the framework of the Belgian-financed Support Project for Reforestation (PAREF) Agriconsulting is charged with the development of a Masterplan for the supply of cities and towns with wood combustibles in order to assist decision-makers as a planning instrument conducive to sustainable forest management.
This is achieved through the upgrading of the FAO Woodfuel Integrated Supply / Demand Overview Mapping (WISDOM) system, which provides geo-referenced information of Rwanda wood fuels potentials, its consumption, and supply/demand balance under alternative scenarios.
Specific objectives of this consultancy include:
• Enhancing the WISDOM system in order to utilize spatial (cartographic) information for sustainable management of forests;
• Compare supply / demand of Kigali for fuelwood and charcoal at present and prepare forecasts for the next 10 years in line with vision 2020;
• Assess implications and implementation technicalities of levying taxes on related businesses without conflicting with sustainable forest management principles.
Main activities include: assessment of household energy consumption, survey of fuel wood and charcoal market conditions, assessment of supply patterns in view of matching harvesting with natural forest growth and prepare forecast analysis, investigation of socio-economic dimensions of production schemes to evaluate economic magnitude of such trading activities, study opportunities and threats regarding taxation strategies
