The project aims to further build the capacity of the Agricultural Development Agency (ADA) and the Rural Development Policy Department in the Ministry of Agriculture, Forestry and Rural Development-MAFRD (RDD) in implementing rural development measures and in correctly delivering direct payments to farmers.
The project will review the existing capacities for implementation of rural development measures against the requirements laid down by IPA for decentralised management of funds, with a view of undertaking the actions needed to move towards accreditation. Support will be provided to ADA in order to upgrade their administrative and control system, in line with their long term EU accession goal of having a fully Integrated Administration and Control System (IACS).

To upgrade the technical and administrative capacities of the Agricultural Development Agency (ADA) in order to perform EU compliant administrative checks and controls for subsidies and to build capacity in the Managing Authority (MA) to manage the Agriculture and Rural Development Programme (ARDP) in line with IPARD requirements
