Description of the project and Services provided:

The BTSF programme is designed predominantly to train staff of competent authorities of European Union Member States involved in official control activities so as to keep them up-to-date with all aspects of EU law in the areas specified above and ensure that controls are carried out in a more uniform, objective and adequate manner in all Member States. It is also essential that non-EU countries and in particular developing countries are familiar with EU standards and import requirements. For this purpose, the aim of this contract is to implement specific training for non-EU country participants on the spot.

More specifically, this project aims to organise training activities in non-EU countries to improve and strengthen the Sanitary and Phytosanitary (SPS) framework to allow better production, processing and trade of safe food, healthy animals and plants.

The intended technical assistant will involve a number of different tasks to be fulfilled:

  1. TASK 1: the organisation of a total of 14 four-day training workshops both at national or regional level; 9 workshops for the field (a): “Food safety and plant health”, and 5 workshops for the field (b): “Animal health and welfare”. Training a maximum of 770 participants amongst which 540 will be supported by the project.
  2. TASK 2: the organisation of sustained training and assistance missions (STMs), either as stand-alone interventions or as a series of multiple interventions in a non-EU country on the following topics:
  • Animal welfare and fair competition globally for North African and Middle Eastern countries;
  • EU IT systems (TRACES, RASFF, EUROPHYT);
  • EU approach to SPS regulation;
  • Risk assessment of GMO’s;
  • Directorate F audits in different SPS areas.

An overall of 385 days of missions is to take place in a maximum of 15 selected non-EU countries.

The results issued are:

  • Provide a general overview of information and tools available at EU level that may support non-EU countries in better understanding EU SPS policy and trading conditions;
  • Provide a detailed overview and explanation of EU SPS standards in the relevant areas with a focus on the recent development of EU legislation;
  • Provide a session on WTO/SPS obligations to promote EU rules and building confidence with (potential) trading partners aiming at facilitating EU agri-food exports;
  • Disseminate best practices for control procedures in order to increase the compatibility of these procedures with these across the EU.
  • Support the Competent authorities and private stakeholders in selected non-EU countries in the fields covered by this contract, and in the spirit of the UN “Sustainable Development Goals”;
  • Prevent the closure of markets and disruption of trade with all the negative impact this will/is likely to have on producers, particularly those working in peripheral areas such as farming and fishing.
