Description of the project and Services provided:

  • revision of phytosanitary legislation
  • provision of advice on creation of new department within PHPA to coordinate inspection supervision
  • provision of public information and guidelines for stakeholders
  • pest risk analysis (PRA) implemented operationally through detailed case-study based practical training
  • guidance documents prepared for implementation of priority plant health protection measures based on application of risk analysis techniques
  • preparations for conducting the plant health surveys and surveillance according to IPPC standards advanced
  • technical training of phytopharmaceutical products commission members in risk-based assessment of phytopharmaceutical products (PPP)
  • implementing rules defined for carrying out tests for variety listing, control and certification of seeds and propagating material
  • technical assessment and recommendations for improved functioning of existing inspection services performing phytosanitary control at all levels
  • training needs assessment for inspectors
  • training on health and trade background to residue control of PPP
  • training laboratory staff in diagnostics of harmful organisms, seed controls, pesticide analysis of crop protection and other plant treatment residues
  • designation of entry points (BIPs) with minimum conditions
  • technical capacity building for surveillance according IPPC
  • assessment of equipment needs, including small laboratories, at entry points
  • revised procedures for checking and issuing of phytosanitary certificates under authority of PHPA, i.e. state level
  • preparation of agreed plan for the designation and functioning national diagnostic and analytical laboratories for testing of seeds, harmful organisms and pesticides
  • define infrastructure, equipment and training needs for the national diagnostic and analytical laboratories including detailed investment plan
  • orientation of laboratories towards obtaining accreditation according to ISO 17025 and ISTA standards (seed laboratories)
  • applying and promoting the use of plant health prevention and protection measures in production, processing and distribution
  • development of plant health agency database software and related technical assistance
