Description of the project and Services provided:


The overall objective of this project is thus to contribute to improved health conditions of the population, especially women and children, with a focus on the provinces of Huambo, Bié, Benguela, Huíla and Luanda.


The program has three specific objectives:
1. To strengthen and improve the institutional capacity of the central services of the Ministry of Health to develop, refine and coordinate standards, procedures, tools and instruments in the areas of strategic and operational planning, budgeting, organization of services, monitoring and negotiation;
2. To strengthen and improve the capacity of the provincial Ministry of Health for planning, budgeting, organizing and managing the integrated health services in accordance with the decentralization policy and the process of municipalization of Health Services
3. To Improve the quality of care for maternal and child health of Municipal Hospitals and Centers Reference Health services, particularly to ensure the chain of health care in pregnancy, childbirth, postpartum and newborn.


The Technical Assistance Team will provide services in the following areas:
• Strengthen and improve the institutional capacity of the central services of the Ministry of Health to develop, improve and coordinate standards, procedures, instruments and tools in the areas of strategic and operational planning, budgeting, organization of services, monitoring and negotiation.
• Strengthen and improve the capabilities of the Ministry of Health at provincial level for planning, budgeting, organizing and managing the integrated health services in accordance with the policy of decentralization and the process of municipalisation of health services.
• Improve the quality of care services in maternal and child health of Municipal Hospitals and Reference Health Centres, particularly to ensure the chain of care for pregnancy, childbirth, postpartum and newborn.
