Agriconsulting is the lead firm of the Association and is responsible for all the project activities, included the management of the TA team, that will have to provide technical assistance support to the implementation of the EU Support to the Sierra Leone Civil Service Reform Programme.
Specific areas of support include:
(i) Institutional strengthening of the HRMO by strengthening its capacities for effectively managing recruitment and staffing, training and staff development, pay administration and management, and its other human resource management functions;
(ii) Support to training and mentoring at managerial and chief executive levels of the civil service;
(iii) Strengthening records management, personnel information systems, and manpower planning and budgeting in the line MDAs;
(iv) Development of human resource management capability of the 19 local councils in Sierra Leone to facilitate effective devolution of personnel management functions from the central to the local levels of governance in Sierra Leone;
(v) Provide on-going technical support to the HRMO in the implementation of the Programme Estimates prepared by that institution for the effective implementation of the CSRP, including staffing rationalization and training and capacity development for middle level professional / technical civil servants and support staff.
