TECHNICAL, ENVIRONMENTAL, ECONOMIC AND FINANCIAL FEASABILITY STUDIES, MASTER PLANS AND ENGINEERING DESIGN FOR WATER AND SEWAGE SYSTEMS FOR MEDIUM-SIZED CITIES IN THE EASTERN REGION OF PARAGUAY

Description of the project and Services provided:

The general objective of the project is the improvement of sanitary conditions for the indigenous populations of Chaco and of the medium-sized cities in the eastern region of Paraguay.
The objectives of the National Sanitation Plan for Paraguay are, as the heading indicates, the provision of water and sanitation to all corners of the country, from the capital, Asunción, to the most remote countryside. As the financial resources agreed upon and concluded in the program framework place an emphasis on the solution of the sewage component, the Plan Guidelines will focus primarily on this sector.

To support the Programme Coordination Unit in the following phases of the programme:

  • During the Project drafting phase, the consultation firm will develop technical, environmental, economic and financial feasibility studies, master plans and executive engineering designs for water and sewage systems for four (04) medium-sized cities in the eastern region of Paraguay, in accordance with the requirements established by the Operational Regulations for the projects being financed by the program.
  • The four (04) medium-sized beneficiary cities mentioned  are: Santa Rita (Alto Paraná department), San Ignacio (Misiones department), Horqueta (Concepción department) y Carapeguá (Paraguarí department), the geographic location of said cities and the main access routes .
  • During the Tender bid phase: which will include as much assistance in the drafting of specifications sheets (plans, forms, technical specifications for construction works, etc.) for the calls for tender for the works, as technical support during the period of consultation on the call for tender documents.
  • During the Construction works phase in which the consulting firm will supervise the project, analysing the modifications proposed by the building contractor firm, the auditing firm, the MOPC, the IDB, or other institutions as relevant, and if necessary will make adjustments to the project or will provide the necessary construction detail.

The results issued are:

  • Extension of coverage of the drinking water and sewage systems in areas which lack the service and where it’s deficient;
  • Improvement of the efficacy and operational management of the service providers;
  • Support for the institutional strengthening of the sector bodies.

The services provided are:

Project drafting phase: This phase is subdivided into 3 distinct phases:

  1. Initial Phase and diagnostic phase:  Collection, revision and evaluation of available information, network diagnostics and updating of the drinking water registry; modelling and calibration of the drinking water network; identification of priority actions for the drinking water network.  Master plan; diagnostic of existing sanitation systems and preliminary technological proposals for effluent treatment. 
  2. Analysis Phase Analysis of alternatives and of the technical, economic, financial and environmental feasibility study. This stage includes topographical surveys, a hydrological study, payment provision studies, consumer projections and a pricing study, drafting of a sewage system master plan, preparation of alternatives and presentation to the involved parties, preliminary valuation of the environmental and social impacts of the alternatives, economic and financial assessment of the alternatives, assessment of the service provider’s capacity and management scheme design.
  3. Study Phase detailing: Preparation of executive plans (sketches, calculations, specifications, computations); environmental and social assessment of the definitive solution; preparation of the construction work programme and of the tender bid documents; design of the institutional strengthening activities for the service providers; refinement of the financial and pricing analysis. 
  • Works contract tender phase Assistance in the drafting of the specifications sheets, technical assistance in consultation of the tender documents. 
  • Construction Phase Supervising the project to guarantee correct performance and operation of the construction work.
