On the 7th of August 2010, the president elected, Santos, in his inaugural speech, announced many legislative initiatives in order to set up his political programme " Prosperidad Democrática", oriented to the consolidation of the social policies and security, to the creation of employment opportunities,to the poverty reduction, and to the overcoming of the obstacles that impede the development.
Within this frame, the government of Colombia proposed two initiatives that were later approved by law. These initiatives were, The Land restitution Chapter and the Rural Development Policy.
The general goal of this project is to support the initial phase of the implementation of the Public Land Restitution and Rural Development Policy by increasing the capacities of institutions and communities at the local and national levels, with the help of local public and private actors, to help improve the living conditions of rural communities.
More in particular, this objective consist of the provision of Technical Assistance to the Ministry of Agriculture and Rural Development (MARD) and the Special Administrative Unit for the Management and Restitution of the Dispossessed Land ( INDECOR in spanish) for the instrumentalisation of the rural development policy and land restitution
