The global objective of the project is to advance social inclusion and support the effective transition from institutional care to community based social service support as well as to improve the quality of social care for children and adults with disabilities in particular, as well as vulnerable and at risk children and youth.
The specific objective of the project is the assessment of the quality and capacity of existing services provided, and a review and up-date of the National Strategy for Deinstitutionalisation in the System of Social Protection with costed action plan and road map; identification of new Community based housing sites and community based service providers in the country with recommendations for improvement and reform measures, some initial capacity building support, as well as the designing of a new Community Based Social Service Grant Scheme to advance implementation of the Deinstitutionalisation Strategy, action plan and road map
